William Richard Fraley also know by family and friends as Billy, was born on April 25, 1966 in Potosi, Missouri, a son to Mary Elaine Eye and the late Richard Harold Fraley. Billy departed this life on Tuesday, October 13, 2020 at his home in Chandler, Arizona, having reached the age of fifty-four years, five months and eighteen days.

Those who remain to mourn his passing include his husband, Scott Locke; two children: Emma and Shane Fraley; mother and step father: Elaine and Marvin Mercer; four siblings: Jeff McEntire and wife Michelle, Steve Skaggs, Kelly Skaggs, and Janet Wagner. Billy is also survived by step brothers, aunts, uncles, nieces, nephews and extended family.

Billy was preceded in death by his father Richard Fraley; paternal grandparents: Harold and Alberta Fraley; maternal grandparents: Floyd and Opal Eye; and step father Bill Skaggs.

Billy loved his family especially spending time with his children, Emma and Shane. Billy had a passion for music and was a very talented pianist. He had a very strong work ethic but in his spare time, Billy enjoyed his swimming pool. He will truly be missed by so many.

Memorial Visitation was held Saturday, October 24, 2020 from 10 am until the time of service at 12 pm. Elder Mike Jarvis will officiate the service assisted by Elder Leonard Compton. In lieu of flowers, memorials may be made to Caring Hearts PRC. Envelopes will be available at the funeral home.

Interment will follow at Sunset Hill Cemetery.
